The Council is responsible for issuing a range of licences and permits designed to protect health, safety and welfare. This is achieved by the balanced use of enforcement and education in relation to the appropriate legislation. We work closely with the Police, Fire Authority and Building Control Officers of the Council often undertaking joint inspections to help ensure that public safety is maintained.
While we encourage and support people who wish to collect for charity, there is also a need to protect the community from bogus collectors taking advantage of peoples' generosity.
That is why it is important that before you start collecting money or goods for charity, either on the street or house to house, you must check with the Council to see if you need a permit. The Council will take action against anyone collecting money in the street or public place for any purposes without the appropriate permit.
If you run a food business that is not licensed to sell alcohol, and you wish to trade after 10pm, you are required to have a Late Night Refreshment license. You will also need planning permission to vary the opening hours of the premises.
You must have a licence from the Council to run any of these businesses. The business will be inspected to ensure that animal welfare and public safety is protected.

It is a legal requirement that all persons carrying out any of these activities within the District must have a Certificate of Registration from the Council.
A separate certificate is required for both the business premises and for the person who carries out the work.
