Under certain circumstances, council and housing association tenants can 'swap' their properties. However, all the landlords involved must have given their written permission first. Mutual exchanges can take place within Epping Forest District, or with tenants in other parts of the country.
There are a number of requirements that must be met. Anybody considering a mutual exchange should seek advice from their local council. More than two people can be involved in a Mutual Exchange.

To help tenants swap homes, we keep a ‘Mutual Exchange Register’. This is a book containing details of the properties available in this district, and photographs in some cases.
You can look at the Mutual Exchange Register at:
The Broadway Office (Loughton)
Information Office, Traps Hills Library, Loughton
Tenants of Epping Forest District can apply to the Housing Needs Section at the Civic Offices if they want to have their properties included.
If you want to search for properties outside Epping Forest District you can use a webite such as Homeswapper (click the name Homeswapper for a link).
You can download a 'Mutual Exchange Register' form here to supply details of the property you have, and the property you want.
If you have found an exchange partner you will need to apply for permission to effect a mutal exhange. Download the 'Mutal Exchange Application for Permission' form here.
The completed forms should be posted to:
