A Penalty Charge Notice (PCN) is a document issued by a Parking Attendant. The Penalty Charge Notice will provide details of the date, time, vehicle make, vehicle registration number, location and nature of the parking contravention plus details of the penalty payable and methods of payment.
There is a reduction of 50% should the PCN be settled within 14 days of the PCN issue date.

Credit / Debit card payments may be made by telephoning 01992 573240 between the hours of 9am and 5.30pm Monday to Friday.
Please note that only payment matters can be dealt with on this telephone number. Queries relating to the Penalty Charge Notice cannot be dealt with over the telephone and should be made in writing to The Parking 0ffice at the above address.
If payment is not made within 28 days (from the date the Penalty Charge Notice was issued), the registered keeper of the vehicle, or the person who Epping Forest District Council believes to be the owner of the vehicle may receive a Notice to Owner asking for payment. (See Stage 2 notes below).
By this stage the opportunity to pay the penalty charge at the discounted amount will have been lost and the full amount will be due.
If the Penalty Charge Notice remains unpaid after a further 28 days, a Charge Certificate will be sent to the registered keeper of the vehicle however, the original penalty will be increased by 50%.
If full payment is not made and there is an amount still outstanding after a further 14 days, Epping Forest District Council will register the monies outstanding as a debt at the County Court and an additional £5 court registration fee will be added on.
A Distress Warrant may then be issued to the bailiff to recover payment. Although Epping Forest District Council will be owed £95, the actual amount payable will exceed this as prescribed bailiff fees will have been added on.
