An Introduction to Parking Services

Every year there are more vehicles on the road and little (if any) increase in kerbside space to park them.

This leads to a situation where demand for a parking space is frequently greater than the availability of spaces and hence there becomes a need for difficult decisions to be made on where people can and cannot park in an attempt to try and balance the interests of residents, businesses, shoppers and local employees, whilst at the same time improving road safety through traffic management and accident remedial measures.

Essex County Council (as the Highway Authority) is responsible for amending existing, and designing and introducing new parking restrictions to try and achieve these objectives.

As part of Environmental Services, Parking Services is responsible for enforcing parking restrictions on the public highway and in the Councils off street car parks.

Enforcement activity is carried out by uniformed parking attendants who enforce: yellow line waiting restrictions; loading restrictions; controlled parking zones; bus stop bays; disabled parking spaces; school entrance markings; on street pay and display machines; council off street car parks by issuing a penalty charge notice to vehicles parked in contravention.
