Where can I park my vehicle?

  • In a free public off street car park
  • In a pay and display public off street car park (see list)
  • On a road where there are no parking restrictions
  • On a single yellow line when the restriction is not in operation (as shown on adjacent signs)
  • In a free parking bay
  • In a pay and display parking bay
  • In a Controlled Parking Zone (where permitted) – see section below for further details

Controlled Parking Zones

A Controlled Parking Zone (CPZ) is an area where all on-street parking is controlled. This means that parking is only permitted in designated parking bays (eg, free bays, pay and display bays, residents bays, business bays, disabled bays), and that the remainder of the kerbside space is subject to yellow line restrictions.

It is quite common to find a CPZ near a railway station or town centre in order that the interests of local residents are protected in as much that they are provided with parking spaces close to their homes, which could otherwise be occupied by commuters and shoppers.

    At present, there are four CPZs within the Epping Forest District Council area at:
  1. Queens Road, Buckhurst Hill
  2. Clifton Road, Loughton
  3. Buckhurst Hill
  4. Epping

If you are a resident of either Queens Road or Clifton Road, you may be eligible for a residents parking permit.

Where should I never park?

  • On a pedestrian crossing, including the area marked by the zig-zag lines
  • On school entrance markings on the carriageway during the hours of restriction (as shown on adjacent signs)
  • On a clearway
  • At a bus stop clearway within hours of operation
  • On an urban clearway within hours of operation (except to pick up or set down passengers)
  • On a single yellow line along the edge of the carriageway during the hours of restriction (as shown on adjacent signs)
  • On double yellow lines along the edge of the carriageway
  • In a bus lane
  • In a taxi rank
  • On the footway
  • In a position where you cause obstruction to pedestrians or other road users
  • In a loading bay (unless either loading or unloading is actively taking place - see below for further details)
  • In a parking bay set aside specifically for residents or business (unless you have a valid permit)
  • In a parking bay set aside specifically for disabled persons (unless a valid disabled persons badge is on display)

What is meant by loading and unloading?

Where permitted, loading and loading can take place normally for a period of up to 20 minutes. The term loading and unloading applies to heavy and bulky goods and excludes items that can be easily carried by hand from a parking area nearby, like a public car park. There must be a continuous transfer of goods to or from premises adjacent to where the delivery vehicle is parked to meet the requirements of loading and unloading. Delivery of a washing machine or ten cases of wine for example would meet the criteria, however delivery of a bunch of flowers for example or a suit to the dry cleaners would not meet the criteria.

Disabled Persons Badge (Blue Badge Scheme)

There are parking concessions for disabled and blind people when parking on the public highway. What happens if I park where I shouldn’t have?

Uniformed Civil Enforcement Officers are employed to patrol the roads and public car parks within the Epping Forest District Council area and inspect vehicles to establish if a parking contravention has occurred. If a vehicle is found parked in contravention, a Penalty Charge Notice may be issued.
