As well as the Regional Spatial Strategy and the Epping Forest District Local Development Framework, other Planning Documents produced at a County level affect the District.
Essex County Council and Southend on Sea Borough Council (the Joint Structure Plan Authorities) originally adopted the Essex and Southend on Sea Replacement Structure Plan on 9 April 2001.
All but 8 policies of the Structure Plan expired in September 2007.

The Lee Valley Regional Park runs through the Western edge of much of the district, and the provisions of the Lee Valley Park Act (1966) means that different considerations apply to the park than to other areas within the Green Belt. The Park also produces its own strategic plan, which can be downloaded from the Lee Valley Park Website
