What is anti-social behaviour?
What is anti-social behaviour and what are the channels for reporting?
The Crime and Disorder Act 1998 formally defines anti-social behaviour as: "Acting in a manner that causes or is likely to cause harassment, alarm or distress to one or more persons not of the same household."
Examples of anti-social behaviour include:
- Nuisance neighbours
- Rowdy and nuisance behaviour
- Yobbish behaviour and intimidating groups taking over public spaces
- Vandalism, graffiti and fly-posting
- People dealing and buying drugs on the street
- People dumping rubbish and abandoning cars
- Begging and anti-social behaviour
- The misuse of fireworks
Actions that will not be investigated:
- Someone parking opposite your driveway
- Not being able to park outside your house
- Children playing outside in the street or communal areas or socially gathering unless they are swearing or being intimidating.
- Children playing ball games unless they are intimidating or causing damage
Our minimum standards for dealing with anti-social behaviour
As part of our continued commitment to address anti-social behaviour and the perception that anti-social behaviour is a problem in the area, in partnership we will:
- Work to ensure reporting anti-social behaviour is as easy as possible. Take all reports seriously, by recording and investigating all cases, and keep victims informed of action taken.
- Ensure that all victims and witnesses are treated fairly, with dignity and respect; listen to victims and provide ongoing support where appropriate, particularly to those victims considered vulnerable.
- Provide practical support in partnership with victim support agencies to address victims’ needs.
- Share relevant information and intelligence on anti-social behaviour with partners; analyse information to identify repeat victimisation, known perpetrators and affected parties and respond speedily to such intelligence.
- Tell the public what we are doing to tackle anti-social behaviour so they have the confidence to report issues, offer the community feedback through community forums and encourage residents to play their part in reducing anti social behaviour.
- Ensure that the Epping Forest District Safer Communities Partnership provide suitable routes via which communities or individuals can raise concerns when it is considered that anti-social behaviour is not being tackled positively.
- Through education and early intervention, work to reduce and where possible prevent anti-social behaviour and the perception that anti-social behaviour is a problem in our communities.

- All other incidents should be reported to the Safer Communities Team

How to apply for an ASB Case Review (Community Trigger)
If you have reported anti-social behaviour to the council, police or registered housing provider three or more times in the last 6 months, or one incident of hate crime and do not feel your complaint has been dealt with properly, you can activate the ASB Case Review by using one of the following methods:
