Overview and Scrutiny Committee continued to develop its enhanced role following restructuring in April 2005. Former Chairman of Council, Councillor Richard Morgan was appointed Chairman of Scrutiny with the remit to monitor and where necessary challenge the actions and decisions of the Cabinet.

‘Critical friendship through robust internal challenge’ ensured that Overview and Scrutiny provided a constructive counterbalance to the power of the Cabinet. It adopted a strategic programme reflecting key Council priorities and local community concerns. Two call-ins of Cabinet decisions were heard during the course of the year.

The low number of call-ins was thought in part to be due to examination of draft Cabinet items. Potential issues were then flagged up and addressed before Cabinet, smoothing and improving the decision making process.

Small Task and Finish and Standing Panels of Overview and Scrutiny continued to review internal Council policies.

As well as scrutinising the internal work of the Council, Overview and Scrutiny continued to take a community leadership role. External scrutiny included examination of Epping Forest College, proposals to merge Police forces, Whipps Cross Hospital and provision for young people.
