Claypit Hill fly tip led to arrest and prosecution

Mr Loredan Ilias of Gascoyne House, London, was ordered to pay a fine and costs amounting to £1686.81 after pleading guilty to flytipping on forest land in Claypit Hill, Waltham Abbey.

Evidence gathered by the Council’s Environment & Neighbourhood team led to a prosecution in Chelmsford Magistrates Court on 14 December 2017.

Found guilty

Mr IIias pleaded guilty to the offence of fly tipping paving stones, rubble and roofing material. He had failed to attend a number of hearings in 2016, leading to a warrant being issued for his arrest. Mr Ilias admitted to fly tipping from a Mercedes Sprinter van on 10 January 2016.

The Magistrates stated that it was a serious offence and a reckless act in a place of Special Scientific Interest.

Fined and prosecuted

He was ordered to pay a fine of £739 together with the Council’s prosecution costs of £724.81 and a Victim Surcharge of £73. The Magistrates also ordered Mr Ilias to pay compensation for clearance of the waste of £150 to the Corporation of London.

‘Blight on environment’

Environment Portfolio holder, Councillor Will Breare-Hall said: “Fly tipping is a selfish and criminal act and a blight on the environment. We recognise it is a growing problem across Essex but it will never be tolerated in Epping Forest and we will continue to pursue the offenders. Those convicted of breaking the law in this way can expect to receive heavy fines.”

Planning fees rise

Planning application fees will increase by 20% from Wednesday 17 January 2018.

This is in line with new government regulations agreed by parliament on 19 December 2017. It is the first planning fee increase for 5 years. All planning applications which have not been validated before 17 January will have to pay the increased fee.

What are the changes?

All planning application fees will increase by 20% from Wednesday 17 January 2018. The 3 most popular applications in the Epping Forest district are

  1. single dwelling householder applications alterations/extensions fees will increase from £172 to £206
  2. full applications on new dwellings fees will increase from £385 to £462 per dwelling
  3. notification for prior approval for a change of use fees will increase from £80 to £96

The Planning Portal has a fee calculator but this will continue to display the old fees until 17 January 2018.

Why are fees increasing?

“Currently the planning fees do not cover our planning service costs” said Councillor John Philip Portfolio Holder for Planning and Governance. “We don’t think all Council Tax payers should part fund a service the majority of them do not use. There is an argument that users of the planning service should be paying more already.”

“The proposed increases by the government were agreed at Cabinet on 9 March 2017 and the increase in planning application fees will be used to enhance the planning service provided by Epping Forest District Council.”

Pair fined for damaging tree

Mrs Helen Kelly–Howe of Chingford was fined £1,850 after pleading guilty to causing or permitting unauthorised work to a tree in a conservation area.

Tree within a conservation area

In June, officers were notified that branches of a sycamore tree situated within the grounds of 10 High Street Roydon had been cut back, where they overhung on to the neighbouring property at number 2 High Street.

Standing within the Roydon conservation area a 6 week notice of any intended work to the tree should have been provided. Such a notice would have revealed that consent for the extent of the works would have not been granted in any event.

No checks for consent

Further investigation revealed Mrs Helen Kelly–Howe, a director of the company owning 10 High Street instructed tree surgeon Mr John McAllister to cut the branches back to the boundary.

No checks had been made to find out if the tree was protected and neither sought consent to carry out the works undertaken.

£2,430 worth of fines

Tree surgeon Mr McAllister was fined £300 and ordered to pay a contribution of £250 towards the Council’s prosecution costs plus a victim surcharge of £30.

The Magistrates stated that Mrs Kelly-Howe had a greater role in the matter and was fined £1,000 ordered to pay a contribution of £750 towards the Council’s prosecution costs plus a victim surcharge of £100.

New Police airbase to be built at North Weald

Planning permission for the National Police Air Service (NPAS) purpose built airbase at North Weald Airfield was granted by district councillors at Plans East meeting on Wednesday 6 December.

Keeping local communities safe

The new NPAS airbase will replace an existing facility at Lippitts Hill in High Beach and form part of their national network of 15 bases providing air support to the 46 police forces of England and Wales.

2 police helicopters and a police aeroplane will regularly fly out of the new airbase, operating 24/7 primarily serving London and the South East, with support from additional airbases at Boreham Airfield near Chelmsford, Redhill Aerodrome in Surrey and RAF Benson in Oxfordshire.

Crews in these aircraft regularly support police colleagues on the ground to find missing people and search for suspects. They provide an aerial view supporting local police at major events and help other police forces bring ‘crimes in action’ to an end, keeping local communities safe.

A long standing history of protecting our community

Assets and Economic Development Portfolio Holder Councillor Anne Grigg said: “North Weald Airfield has a long standing history of protecting our community since opening as an airfield in the 1st World War. It became a vital Battle of Britain airfield in the 2nd World War, providing a home to RAF spitfires and hurricanes.”

“In later years the airfield expanded in to the jet age of the 1950’s, and in recent times providing a base to vital services and welcoming aircraft from all over the world.”

Councillor Grigg continued: “The addition of the National Police Air Service is an exciting opportunity which will allow the vital service to carry out their much needed work, ensuring residents safety, which is our top priority.”

“They will be joining a range of aviation tenants at the airfield including The Essex and Herts Air Ambulance who have been operating successfully for several years.”

“I am proud of the contribution our airfield has made over the years and as it continues to grow, we welcome these important and valuable services.”

Paul Marrion, South East Assistant Operations Director for the National Police Air, said: “We are delighted to be able to build our new bespoke airbase at North Weald Airfield. This decision will ensure that we can continue to support police forces across London and the South East in their efforts to protect people and property and to keep communities safe.”

“Police air support is a vital tool available to police forces. Flying at average speeds of 138mph, searching for missing people or suspects by air is 20 times faster than other options and saves local police valuable time when it matters.”

District councillors approved publication of the submission version of the Local Plan at a special meeting of Epping Forest District Council on 14 December. The decision paves the way for the start of Regulation 19, a six week period during which residents and other interested parties can comment on the legal soundness of the plan before submission to the government at the end of March.

Development within Epping Forest District up to 2033

The Local Plan contains policies for development within Epping Forest District up to 2033. It includes the designation of areas for housing, employment and the Metropolitan Green Belt.

Publication of the submission version of the Local Plan was accelerated after the Secretary of State Sajid Javid warned councils to expect government intervention and significant additional housing allocations where Local Plans are not in place. Epping Forest District could see the number of new homes almost doubled if it did not submit its plan for inspection by a government-appointed inspector by the end of March 2018.

Invitation of submissions

Councillors agreed the Plan and the invitation of submissions on legality, soundness and the duty to co-operate with neighbouring councils for a six week period commencing 18 December.

The Plan and a special form designed to assist residents make submissions will be available to complete from 12pm Monday on the Epping Forest District Council website. A printable pdf version of the form will also be available to download. Reference copies of the Local Plan and associated documents will also be available to view at the following locations:
