Do you want to increase the levels of policing in Essex? Willing to pay more Council tax to do so? The Police, Fire and Crime Commissioner for Essex (PFCC) want your views.

Roger Hirst, the Police, Fire and Crime Commissioner for Essex is asking Essex residents to fill in an online survey to gauge whether or not residents would be happy to pay more, so more resources can be invested in policing across the county.

Essex Police’s Funding comes from two sources

  • Central Government
  • Local Council Tax

Essex Police receives the lowest funding per resident of any police force in the country and has the sixth lowest council tax for policing.

The survey will be live from 01.00 am Monday 6 November to 00.00am on Sunday 19 November.

The PFCC want you to join in the conversation on social media by using the #yourviews.

Providing the best service possible

PFCC Mr Hirst said: “I want to provide the best service possible for the people of Essex and increasing investment will help me deliver this. I’m not expecting any increase in central Government funding for this year but I can raise the police precept. However, before I make that decision I want to know what the views of the public are so I can take them into account.”

He added: “At every public meeting I attend I hear that the residents want more police on the streets and whilst both Essex Police and I are doing everything we can to make that happen, we don’t have the money or resources to deliver it in the best way that we want to. The demand on the police service is rising. New crime types are emerging and existing crime is rising in its complexity, this is against a backdrop of an unprecedented shift in the national security environment. My question to the public is this – do they want to pay more for those extra resources?”

We stand together

Newly appointed District Council Chairman David Stallan continued: “So much has happened. This weekend we have seen the best and the worst of human nature. We witnessed another cowardly attack by a few deluded individuals but we also saw the best as people came to each other’s aid with immense bravery and compassion.”

“That was followed by the concert on Sunday where the whole nation came together for Manchester and London in the best possible way. We stand together and we reject the messages of hate.”

We will not be defeated

Council Leader Councillor Chris Whitbread has also been quick to add his voice to messages of support. He said: “Only a few short days ago, I spoke of our debt and gratitude to the emergency services in Manchester.”

“It has become clear that without the bravery and professionalism in particular of our police, the events of Saturday in London could have been so much worse. At times like this we put aside our small arguments and remember we are a great country. We will not be defeated.”

Loughton Luxe licence reviewed

Following a number of violent incidents linked to Luxe in Loughton, Essex Police asked Epping Forest District Council for a full review of their licence after it was temporarily suspended on 5 May 2017.

Suspended for 3 months

Councillors on the licensing sub-committee met on 30 May 2017 and agreed that all licensable activities should be suspended for the next 3 months.

Reopening as a Gastro Pub

The licence holders of Luxe in Loughton informed the committee they would be reopening the venue as a Gastro Pub and renaming it the Royal Standard. Following the suspension, licencing hours would be reduced to close at 11pm on Sundays to Thursdays, and a midnight close on Fridays and Saturdays.

The licence holders agreed to hold regular community liaison committees with local residents should they need to report any concerns about the venue.

Essex Police respond to critical UK threat level

Message from Essex Police

Armed Essex Police officers will patrol major infrastructure sites across Essex and the county will see more local policing patrols as the force responds to the change in the national terrorist threat level.

The UK threat level from international terrorism is now ‘critical’ meaning an attack is expected imminently. This is a national threat level and is based on intelligence that is considered credible and specific.

There is no specific intelligence or evidence which relates to Essex.

Increased police presence

Deputy Chief Constable BJ Harrington said: “From today and until further notice people in Essex will see an increased police presence in the county and that includes armed police officers. We are doing this to protect and reassure the public and we plan and train in great detail to respond to situations like this.”

“The national operation that has been put in place following the terrorist attack in Manchester will include military patrols supporting police operations in key national infrastructure locations. These plans are well-established and if you see any military personnel it does not mean that there is a specific threat near you.”

“Communities defeat terrorism, which is why we must maintain the strong relationship between the public and police. We depend on information from the public, who can be our eyes and ears, in our efforts to keep us all safe.”

Chairman Jeane Lea said: “Our hearts go out again to the innocent victims of yet another senseless and brutal attack. There can never be any justification for such terrible actions and I know that the heartfelt condolences and best wishes of every right thinking person will be with the victims, their families and the people of Manchester.”

Stand together in support of decency, freedom and democracy

A minute silence will be observed at the next meeting of Epping Forest District Council on Thursday 25 May 2017.

Chairman Jeane Lea said: “It is known as the Annual Council meeting. It will be the first meeting since the local elections in May and the last of my year as I hand over to a new Chairman. It is always a special meeting but I feel this year will hold greater significance as everyone stands in silence to remember the children of this crime in particular.”

“As a council and as a district, people of all the political groups across our council chamber stand together in support of decency, freedom and democracy.”

Councillor Chris Whitbread Leader of Epping Forest District Council added: “Everyone is shocked by this dreadful attack in Manchester. Our thoughts are with the families and friends of the victims. It is also important at this time to pay tribute to the men and women of our emergency services.”

Cable damage affecting 36 exchanges across London and Essex has cut off most of Epping Forest District Council’s phones. Problems emerged yesterday but have increased this morning on 17 May 2017.

The problems are wide-spread but mainly affecting business customers. Private phones are largely unaffected.

Fire engine visits school in Waltham Abbey

Three classes of excited children and Sid, the school dog from Waltham Holy Cross Infant School, spent the morning of Thursday 23 March 2017 learning about fire safety and exploring North Weald Airfield’s new fire engine and ambulance, with some of the airfield’s operations team.

Fire safety is important

Darren Goodey, North Weald Airfield Operations Manager said: ”We had a great time at Waltham Holy Cross School and felt really welcomed by the staff and children. It was a really great to engage with so many young people about fire safety, which is so important. The children really relished the opportunity to hear about what the fire engine and the ambulance are used for. The children gave us two lovely paintings, which are now pride of place in our office at North Weald Airfield.”

Priority service register

UK Power Networks has a Priority Service Register for customers who may be more vulnerable and require extra assistance in a power cut. Find out more information at ukpowernetworks.co.uk/priority.

We advise people to stay clear of power lines and report damaged power lines immediately by calling 105 – free to call from a landline or a mobile phone. If they see electricity lines that are down or causing significant risk to the public they should call 999.

Preparing for a power cut

Below is some additional advice on how you can prepare for a power cut

  • Keep our freephone number handy
  • See the website for some useful videos offering you advice during a power cut
  • Keep spare batteries for radios and torches – local radio stations often broadcast helpful information
  • Keep an old-fashioned corded phone which you can plug in, as cordless phones won’t work in the event of a power cut
  • Take care if using candles, tea-lights and other naked flames
  • Keep fridges and freezers closed, with a blanket over as they will stay cold for many hours
  • Switch off all your electrical equipment, except one light which will let you know when the power comes back on
  • Remember the street lights may also be off so take care if you go out
  • Look out for elderly neighbours and other vulnerable people; please consider taking them round a flask of hot water or hot food

New phone connections saving Epping Forest District Council and its tax payers £12,000 a year are set to go live this weekend (17 February to 20 February).

Out of hour’s services

Subject to go ahead, temporary emergency numbers will be used during the switch.

The council has planned the switch at the quietest time of the week to minimise service disruption.

During the switch the two emergency out of hours contact numbers (01992 564000 and 01992 564199 for housing) will temporarily change while the council works with BT.

To contact EFDC out of hours from 5pm on Friday 17 February to 9am on Monday 20 February please call:

Protecting services

Moving phone connections from an analogue to a digitally based internet system will:

  • Make an annual saving of £12,000
  • Makes it easier to move phone answering to other locations
  • Improve phone resilience
  • Protect vital services

There will be no difference in how residents contact the council via phone as all phone numbers will remain the same and there will be no increase any call charges.

Small changes making a big difference

Technology and Support Services Portfolio Holder Councillor Alan Lion said: “We are planning another 0% increase in Council Tax this year. This is the latest in a series of investments. From double glazing to LED lighting and solar panels it all adds up. Relatively small savings like our new connections to our phone system can play a large part in keeping Council Tax down at the end of the year.”
