Local Plan Council 14 December 2017

District councillors approved publication of the submission version of the Local Plan at a special meeting of Epping Forest District Council on 14 December. The decision paves the way for the start of Regulation 19, a six week period during which residents and other interested parties can comment on the legal soundness of the plan before submission to the government at the end of March.

Development within Epping Forest District up to 2033

The Local Plan contains policies for development within Epping Forest District up to 2033. It includes the designation of areas for housing, employment and the Metropolitan Green Belt.

Publication of the submission version of the Local Plan was accelerated after the Secretary of State Sajid Javid warned councils to expect government intervention and significant additional housing allocations where Local Plans are not in place. Epping Forest District could see the number of new homes almost doubled if it did not submit its plan for inspection by a government-appointed inspector by the end of March 2018.

Invitation of submissions

Councillors agreed the Plan and the invitation of submissions on legality, soundness and the duty to co-operate with neighbouring councils for a six week period commencing 18 December.

The Plan and a special form designed to assist residents make submissions will be available to complete from 12pm Monday on the Epping Forest District Council website. A printable pdf version of the form will also be available to download. Reference copies of the Local Plan and associated documents will also be available to view at the following locations:

Council rewarded for energy efficiency

On Thursday 23 November Epping Forest District Council (EFDC) received the Silver Green Apple Environment Award acknowledging the steps that have been taken towards making the council more energy efficient.

Steps taken towards saving energy and reducing carbon emissions

The Green Apple Award launched by The Green Organisation in 1994 recognises environmental best practice around the globe.

The Green Organisation acknowledged the council’s efforts, after an application was submitted by Environmental Co-ordinator Liz Ainslie with the support of EFDC’s Chief Executive Glen Chip.

The application highlighted since 2010 a number of steps have been taken encouraging energy saving including:

  • The Installation of double glazing throughout all offices
  • LED across the councils estate
  • Solar panels on the Civic Offices and at the Limes Centre
  • Roof insulation to the main Civic Building
  • Improvement to the heating systems
  • 400+ desktop printers replaced with 26 multi-function devices

Together these measures have saved EFDC nearly 1100 tonnes of CO2e since baseline year calculations in 2008/09.

The installation of solar panels has earned £6597 in ‘feed-in’ tariffs since 2016 and should pay for themselves in approximately 10 years.

The panels will then go on to generate income for the Council, in addition to what is being saved in electricity costs. This will not only help to reduce the carbon footprint but will also help keep council tax rates down.

Through these efforts the Green Apple Organisation awarded EFDC the Silver Green Apple Award.

Leading by example

Chairman of Council David Stallan who received the award on behalf of the Council said: “They say from tiny acorns great Oaks do grow, and they do! Some enormous changes have been introduced to save energy and reduce our carbon emissions.”

“But we can’t be complacent, there is always more to be done and we all need to be more environmentally aware. It is up to us as a council to set an example to our residents and I am very proud that we have been presented with the Silver award”.

Safer, greener and transport portfolio holder Councillor Sam Kane echoed Councillor Stallan’s words and added: “The work our officers have put in to making our working environment greener has not gone unnoticed and we will continue to strive to be an example to our residents. Being conscientious, looking after our planet and our surrounding environment is so important, and I look forward to seeing this good work continue and grow”

Chairman celebrates district’s attractions

Chairman of Council Councillor Dave Stallan celebrated the district’s tourist attractions at North Weald Airfield and on the Epping Ongar railway recently.

A host of distinguished guests from authorities across Essex and the newly appoint Lord Lieutenant of Essex, Mrs Jennifer Tolhurst enjoyed a trip on a vintage bus to North Weald Station.

From there, guests were taken on a Diesel Multi Unit (DMU) train to Coopersale. On return to North Weald they changed trains and enjoyed a trip on a magnificent steam engine the Metropolitan E Class No. 1, which was built around 1901.

Rodger Green a long-serving volunteer at the railway gave a fascinating tour and talk on the history of Ongar Station and the Epping Ongar Railway. Everyone then returned to North Weald Station and onwards again on the bus to North Weald Airfield.

Showcasing what the district has to offer

The Chairman of Council, Councillor Stallan who was given the opportunity to ride the steam engine said: “As a North Weald resident, I often hear the trains pass along the track, whilst on the train I was amazed at the heat and the amount of work it takes to keep the coal fire fed to keep the steam at the correct pressure.”

“From the train I was able to enjoy a glorious view of the surrounding countryside and the beautiful Autumnal colours of the forest along the line.”

Councillor Stallan also added “This was a fantastic opportunity to showcase all that the district has to offer to residents and visitors alike.”

I am most grateful to the Epping Ongar Railway for hosting us on the day. Everyone seemed to have enjoyed themselves but more importantly, many more people are now aware of this attraction and will spread the word about our marvellous district and all it has to offer.”

Managing Director of the Epping Ongar Railway, who was also the bus driver for the day, Roger Wright said: “We are all very proud of the Epping Ongar Railway and hope that we will be welcoming many more visitors soon.”

Waltham Abbey business fined over £4k

Owners of R&A Waste Removal Limited of Pick Hill, Waltham Abbey were prosecuted by Epping Forest District Council on 14 September 2017 for storing an estimated 100 – 150 tonnes of waste, when only licensed by the Environment Agency to store 10 tonnes.

Directors prosecuted

Alfie Smith and Richard McGuire, directors of a waste removal company in Waltham Abbey were prosecuted for depositing waste without a permit or an exemption and falling in their duty of care.

Over 10 times the limit

Portfolio Holder for Environment, Councillor Will Breare-Hall said: ”R&A Waste Removal Limited was registered with an exemption administered by the Environment Agency, allowing the company to sort up to 10 tonnes of mixed recyclable waste at any one time.”

”However, following an investigation by the Council’s Neighbourhoods team, it was found that the company was storing an estimated 100 to 150 tonnes of waste, ten times the amount they were licenced to store. They were also sorting significant quantities of non-recyclable waste that was not covered by the exemption either.”

”Storing large piles of unregulated waste is not only illegal, it also poses a fire hazard, presents pollution risks, and looks unsightly. The Council will not tolerate the growth of unregulated waste disposal site”.

Guilty

The defendants each pleaded guilty to depositing waste on the site without a permit or in accordance with an exemption administered by the Environment Agency. R & A Waste Removal Limited also pleaded guilty to failing their waste duty of care.

Fines in excess of £4,000

Alfie Smith and Richard McGuire were each fined £1,000 and ordered to pay a contribution towards the Council’s prosecution costs of £500 and a Victim Surcharge of £120. Their company R & A Waste Removal Limited were fined £2,000 and ordered to pay a contribution towards the Council’s prosecution costs of £1,000 and a Victim Surcharge of £170.
