Fly-tipping in Essex is draining more than £1 million of taxpayers’ money each year.

Partnership working

This week, Love Essex, a partnership of councils, businesses and environmental charity Keep Britain Tidy, is launching its #CrimeNotToCare campaign to inform residents they could unwittingly end up with a criminal record and face an unlimited fine, if a rogue trader dumps their waste illegally.

Epping Forest District Council’s Environment Portfolio Holder, Councillor Will Breare-Hall said: “We need the public to understand their rubbish is their responsibility and they must do the right thing with it. Giving it to a man with a van who offers to get rid of it cheaply could prove costly for people and result in them getting a criminal record.”

Incidents on the rise

In the Epping Forest district there were 2,384  incidents in 2016 to 2017, a significant rise from the previous year’s figures of 1,944. The number of prosecutions of residents where fly-tipped waste has been traced back to them is also on the rise.

Successful prosecutions

A man was recently fined £461 and ordered to pay £758 prosecution costs after pleading guilty to failing his ‘duty of care’, at Chelmsford Magistrates Court. The Loughton resident had allowed a man who knocked at his door to take 40 black sacks away for £70 cash, without checking he was authorised to transport the waste – rules he was unaware of.

The rubbish was then fly-tipped in a garage area in Loughton and traced back to the resident.

Keep Britain Tidy Chief Executive Allison Ogden-Newton added: “#CrimeNotToCare is an important campaign for our country and we are delighted that Epping Forest District Council as part of Love Essex, is partnering with us.

“There are almost a million fly-tipping incidents in England every year and cleaning it all up costs us £50million a year. It blights communities and our countryside and is a menace.”

Top tips to dispose of waste correctly

  1. If you use a trader to remove your waste ask to see their waste carrier registration number issued by the Environment Agency. It is illegal for them to take your waste if they don’t have a permit. Check their credentials and vehicle details here
  2. Make sure you get a receipt or transfer notice before your waste is taken away
  3. Don’t be afraid to ask where your waste is going and request paperwork that shows where it will be disposed. A legitimate waste carrier will not object to this questioning
  4. Protect yourself by being careful with your waste. Never leave rubbish, such as old washing machines or scrap metal on your drive or in the street as it could end up in the wrong hands. You can donate working items to reuse organisations or charity shops

Loughton men prosecuted for fly tipping

2 Loughton men were fined a combined sum of £2,788.38 after pleading guilty to fly-tipping in 2 separate cases in Loughton.

Case 1 – Dominic Bennett

Dominic Bennett of Colson Road, Loughton was caught on CCTV dumping a fridge freezer on a patch of grass in Bushfields, Loughton. Our Environment & Neighbourhoods team were made aware of the fly tipping on 25 October 2016.

Mr Bennett could have paid a fixed penalty of £200 and avoid prosecution proceedings, but he decided not to pay the penalty. Mr Bennett pleaded guilty to fly tipping at Chelmsford Magistrates Court on 6 July 2017. He was ordered to pay a fine of £320, as well as the council’s prosecution costs of £1,170.52 together with a victim surcharge of £32. Total fine of £1,522.52.

Case 2 – James Leach

We were made aware of fly tipped materials in a garage area in Chequers Road, Loughton on 10 November 2016. The materials were traced back to James Leach of Harvey Gardens, Loughton.

Mr Leach admitted he had asked a person who knocked on his door to remove 40 black sacks for £70 cash in hand.

Mr Leach was fined £461 and ordered to pay £758.86 for the councils prosecution costs together with a victim surcharge of £46. Total fine of £1,265.86.

Environment Portfolio Holder, Councillor Will Breare-Hall said: “It’s vital when you’re disposing of waste that you do it responsibly. Mr Leach failed to check the man he used was licensed to carry out the job and he ultimately paid the price. To avoid ending up in the same situation always remember to Check Challenge and Record.”

  • Always check that the company or person you are intending to give your waste to is authorised to take it
  • Ask for their waste carriers registration details
  • Telephone the Environment Agency to check the public register on 03708 506 506

Challenge

  • Always ask for their details and what will happen to your waste
  • Ask yourself – Is it a good idea to employ somebody who has cold called offering to remove waste before you have checked their details
  • Trust your instincts. If in doubt, don’t give them your waste

Record

  • Always record the details of who you give your waste to and any vehicles involved. Legal waste operators will be happy to cooperate
  • Householders must make reasonable checks and businesses who produce commercial waste must keep waste transfer notes to comply with their waste duty of care

Mollie Dunn wowed classmates when she showed them her competition winning dustcart artwork …. on the side of a real dustcart!

The artwork says “when you put your litter in the bin it makes a prettier town to live in.”

Her artwork is being displayed on the side of council dustcarts which can be seen collecting residents recycling and waste all across the Epping Forest district.

Reducing emissions and tackling climate change are the key aims of a new Environmental Charter signed by Leader of Council Councillor Chris Whitbread and Chief Executive Glen Chipp.

Climate Local

The Environmental Charter is part of Climate Local. Climate Local is a Local Government Association (LGA) initiative which asks councils for a commitment to help drive and inspire climate change action in the UK.

We have

  • Installed solar panel’s at the civic offices
  • Increased the recycling of our waste – through providing more bins and training staff
  • Insulated all council-owned properties to a high standard

We will

  • Help local people and businesses to be smarter about their energy use
  • As service providers aim to deliver services that are resource efficient and less carbon intensive
  • Ensure council owned buildings and operations are resource efficient and prepared for the impacts of a changing climate

Give your unwanted items a new home

Getting rid of an appliance like a washing machine or a piece of furniture can be daunting due to their size and weight, not to mention the effort involved in taking large items to a recycling centre.

A local charity is working to make donating items a lot easier and will be launching a new campaign to spread the word on how to donate and buy pre-loved furniture and white goods.

Epping Forest ReUSE

Epping Forest ReUSE are working in partnership with Epping Forest District Council and Recycle for Essex to help make life easier for local people looking to donate bulky items like furniture or electrical appliances.

Epping Forest ReUSE will be launching a campaign for donations at

  • Waltham Abbey Market on Tuesday 14 March 2017
  • Epping High Street on Thursday 23 March 2017

The organisation works with volunteers to collect and refurbish pre-loved household items to sell to the public and to support people on lower incomes. But the organisation is in need of more good quality items to help more people in the area.

Helped over 1,200 people

Through 2016 Epping Forest ReUSE helped over 1,200 people buy affordable furniture and appliances.

The 204 tonnes of furniture donated and sold on to local people is the equivalent to 4,121 2-seater sofas, or roughly 2 Boeing 757 aeroplanes!

Helping local people in need

Michael Kushin from Epping Forest ReUSE said: “As a charity and social enterprise, 100% of money raised through Epping Forest ReUSE goes to helping local people in need and we’re always on the lookout for more furniture, and electrical goods like fridges and washing machines.”

“We work with everyone from the general public to social workers and housing associations to make sure that people who need us are able to access the support that they need. We are always very grateful for any donations of items as it helps us help more people.”

Ask your family and friends if they can make use of it.

Freegle and Freecycle are great for swapping items with people who will want to collect your unwanted stuff.

Donate it

Most charity shops accept clothing and bric-a-brac type items. Reuse organisations such as Epping Forest ReUse will reuse good quality furniture and appliances.

Sell it

Websites like ebay and gumtree make it easy for you to sell your unwanted items.

An anti-litter campaign across Essex, Kent and Suffolk #BinIt has resulted in a reduction of litter for the third year in a row, an amazing drop in litter of 43%.

Littering is a criminal offence

The Love Essex campaign, run by the Cleaner Essex Group, is made up of local authorities and local business partners throughout Essex.

This year’s Don’t toss it – #BinIt campaign aims to remind people that:

  • Littering is a criminal offence
  • It comes with a fixed penalty notice from £75
  • And a maximum fine on conviction in court of £2,500

Spreading the message

The ‘Don’t toss it – #BinIt’ message has appeared throughout Essex on

  • Refuse vehicles
  • Bus shelters
  • Petrol pumps
  • 86 McDonald’s restaurants
  • 15 KFC restaurants
  • Spread to 2.4 million social media accounts

This has so far seen an average drop in litter of 43% and helped to reduce branded fast food litter by 63 per cent, in the areas monitored, and independently verified by Keep Britain Tidy.

Tackling litter

Councillor Will Breare-Hall, Environment Portfolio Holder said: “Litter is an issue that costs around £17 million across Essex. Not only does this take resources away from other much needed council services it also damages our environment.”

“It is important for people to remember that littering is a criminal offence that comes with a maximum fine of up to £2,500.”

“As a community we need to come together and tackle this important issue by behaving responsibly and reporting incidents so we can investigate further and take action.”

Working together

Cherry Lewis-Taylor, McDonald’s franchisee added: “I believe that working together and campaigning against littering at our restaurant locations helps remind people to dispose of their litter responsibly.”

“Between McDonald’s and KFC’s participating restaurants and drive-thru’s, we have reached millions of customers. Adding this to the number of people who saw the other campaign material, including social media, it is likely that the Don’t toss it … #Binit message will have been seen at least 6 million times.”

Huw James, Director of Kefco, the KFC Franchisee in Essex commented: “I am proud that we at KFC can work with councils and other business partners to actively promote that people should do the right thing and bin their litter. As a business, we are committed to looking at ways we can help reduce the amount of litter that ends up on our streets.”

  • Remove the tree from the pot or stand

  • Remove all decorations and remove any artificial snow

  • If the tree is bigger than 6ft tall, saw in half

  • Place the tree by your green wheelie bin on your food and garden waste collection day

It’s simple, just leave your tree to be collected with your food and garden waste bins, following the four step instructions. If you are unsure of the date of your food and garden waste collection, check using our online tool, all you need is your postcode. Trees will be collected throughout January 2017.

Cabinet 1 December 2016

The draft Local Plan, changes to the district’s off-street parking and the Council Tax Support Scheme were all subjects for discussion at Cabinet on 1 December 2016.

Changes to draft Local Plan will be public

Responding to a public question at Cabinet on 1 December, Planning Portfolio Holder John Philip gave assurances that all changes to the draft Local Plan would be made public. Councillor Philips said that the council had factored in comments from previous consultation as well as new evidence in formulating the draft Local Plan. He expected further changes to the draft Plan following analysis of the latest consultation. Separately Councillor Philip provided a financial update on the production of the Local Plan.

Partnership savings

Governance Portfolio Holder Councillor Richard Bassett received Cabinet approval to extend the shared Internal Audit arrangements between Epping Forest District Council, Harlow and Broxbourne. Thanks to the partnership, savings of more than £58,000 a year for 2016/17 and 2017/18 have been achieved.

Amendments to Council Tax Support Scheme

Review and amendment to the Local Council Tax Support Scheme and capital budget were presented by Finance Portfolio Holder Councillor Gagan Mohindra. Major capital projects within the £124 million budget include Loughton Shopping Park, St John’s Road and improvements to council housing and new-build housing projects. Many of the Council’s capital projects are aimed towards long term revenue generation, helping Epping Forest District Council become financially self-supporting.

Councillor Mohindra also assured Cabinet colleagues of his determination to achieve value for money with a £100,000 fund to support joint working with other organisations.

Update on Biffa collection costs

Councillor Gary Waller presented a report on domestic waste collection and recycling on behalf of Environment Portfolio Holder Will Breare-Hall. Collection costs have gone up since the introduction of the new Biffa contract. Provision of more recycling sacks combined with cross-contamination reducing income and additional collections due to the building of new houses has led to an increase of £343,000 in the contract.

Changes to off-street parking ahead

“Car parks are essential to our town centres” said Council Leader Chris Whitbread as he welcomed changes to off-street Pay and Display parking. Councillor Waller reported a saving of £58,600 a year from 2017/18 after moving off-street Pay and Display parking enforcement, cash collection and machine maintenance from the North Essex Parking Partnership (NEPP) to NSL Ltd.

Later on the agenda, Councillor Waller received Cabinet approval to manage Waltham Abbey car parks owned by the Lee Valley Regional Park. He also received approval to demolish and replace garages in Vere Road with 20 new parking spaces. A further 11 spaces are to be created behind shops 49 and 41 in The Broadway.

Planning wait times improved

Residents can expect to see planning decision times improved by up to five days. Councillor Richard Bassett secured Cabinet approval for a new officer and further computerisation to speed up the planning application and validation process.

Town and Village Centres Fund

The Town and Village Centres Opportunities Fund has been renamed the Epping Forest District Economic Opportunities Fund. The rebranding reflects widening the availability criteria beyond town and village centres.
