Claim £30 refund on cloth nappies

Did you know from just £80 you can buy your baby all the nappies they need! Cloth nappies make a great alternative to disposable nappies and can offer great cost, health and environmental benefits.

Essex County Council is offering a £30 refund per child on the purchase of any cloth nappies or laundering service. Even when you take into account laundering costs, you can save up to £1,000 compared to disposable nappies.

Save money

You will need to keep hold of your receipts and provide either a photo of your maternity exemption or child’s birth certificate, Essex County Council will then process your refund – it’s that easy!

Better for the environment

Each child will use an average of 5,000 disposable nappies … or 24 cloth nappies! Disposable nappies cannot be recycled and can take hundreds of years to break down.

Even when you consider laundering, cloth nappies can be up to 40% better for the environment than disposables. You can reduce your water and electricity usage by not soaking or pre-washing nappies and by washing in a full load at 40 or 60 degrees.

Easy to use

Modern cloth nappies do not require complicated folding and fiddly safety pins. There are many varieties to choose from, many are shaped and fasten with poppers, grips or use Velcro. Modern washing machines can make quick work of cleaning them.

We’re giving away free compost to residents to say thank you for recycling your food and garden waste.

This blooming good giveaway is on Tuesday 8 May at North Weald Airfield from 10am to 2pm. Residents must bring their own bags and a spade before helping themselves to up to 3 bags of compost while stocks last.

Mr Salinder Minhas and Mrs Parminder Minhas of 3 Alderton Close Loughton Essex were successfully prosecuted by Epping Forest District Council in April 2018 for failing to comply with Notices served on them under Section 215 of the Town & Country Planning Act 1990 requiring them to clear rubbish from the front and rear of their property.

Failure to remove building materials

At Chelmsford Magistrates Court on 5th April 2018 Mr. & Mrs Minhas each pleaded guilty to the offence of failing to comply with the Notice served on them on 23rd November 2017.

The notice required them to remove building materials, paint pots, plastic items and cardboard from their front and rear gardens and from the flat roof of the garage which were adversely affecting the visual amenity of the area. They should have complied by 21st December 2017.

Over £800 in fines

The Magistrates fined Mr Minhas £110 and ordered him to pay £308 towards the Council’s prosecution costs together with the statutory victim surcharge of £30.

Mrs Minhas was fined £100 and ordered to pay costs of £308 and a Victim Surcharge of £30. The fines had been reduced by one third due to Mr & Mrs Minhas pleading guilty at the first hearing and also taking into account their current financial situation.

Given every opportunity to clear the land

Having seen the photographs taken by the Council the Magistrate told Mr & Mrs Minhas that he was not surprised that neighbours had complained about the state of the property and the Council had quite rightly brought the prosecution having given them every opportunity to clear the land.

Mr & Mrs Minhas informed the court that they would now fully comply with the Notice.

Failure to do so renders them liable to a further prosecution with a possible fine of up to £100 for every day that they do not comply from 5th April 2018.

If you give your rubbish to a rogue trader who dumps your rubbish illegally, you could end up with a criminal record and face an unlimited fine. Fly-tipping drains more than £1 million of taxpayers’ money each year in Essex.

Your rubbish is your responsibility and it’s a #CrimeNotToCare.

Check to protect yourself

Don’t fall foul of the law, here’s some tips to help you dispose of your waste correctly

  1. Ask to see a waste carrier registration number
    If you use a trader to remove your waste ask to see their waste carrier registration number issued by the Environment Agency. It is illegal for them to take your waste if they don’t have a licence. Check their credentials here.
  2. Get a receipt
    Make sure you get a receipt or transfer notice before your waste is taken away. Businesses that produce commercial waste must keep records for 2 years.
  3. Ask where your waste is going
    Don’t be afraid to ask where your waste is going and request paperwork that shows where it will be disposed. A legitimate waste carrier will not object to this questioning.
  4. Be careful with your waste
    Protect yourself by being careful with your waste and always keep a record of who you give your waste to. Never leave rubbish, such as old washing machines or scrap metal on your drive or in the street as it could end up in the wrong hands. You can donate working items to reuse organisations or charity shops.

Updated plans for refuse and recycling collections

As the severe weather continues into Friday 2 March 2018, we are adapting operations to maintain waste collection services, making allowances for reduced resources and challenging conditions for our waste collection crews.

We are continuing to focus on fortnightly black wheelie bin, recycling sacks and blue box collections. Access to residential roads can vary in these conditions with properties located in rural areas or down narrow lanes are likely to experience more disruption than others.

  • Please leave your waste out on the boundary of your property until 5pm on Friday 2 March
  • If your waste is not collected by 5pm, please bring it in over the weekend
  • On Monday 5 March extra crews have been laid on to try and catch up any missed areas, so please make sure your bins are out again by 7am
  • If your bins have not been collected by 5pm on Monday, please take them back in and out in time for your next scheduled collection

Please accept our apologies for this disruption. We will endeavour to collect any waste that has been missed.

Food and garden waste

We will continue to focus our resources on the fortnightly collections throughout Friday 2 March as above. Therefore

  • We are not collecting any green lidded bins for food and garden waste
  • If you were expecting a collection this week, please take it back and put it out again on your next normal collection day.

Our customer service team is continuing to operate with fewer staff  due to the adverse weather so you may experience longer hold times on the phone than usual, so please only call if it is urgent.

Claypit Hill fly tip led to arrest and prosecution

Mr Loredan Ilias of Gascoyne House, London, was ordered to pay a fine and costs amounting to £1686.81 after pleading guilty to flytipping on forest land in Claypit Hill, Waltham Abbey.

Evidence gathered by the Council’s Environment & Neighbourhood team led to a prosecution in Chelmsford Magistrates Court on 14 December 2017.

Found guilty

Mr IIias pleaded guilty to the offence of fly tipping paving stones, rubble and roofing material. He had failed to attend a number of hearings in 2016, leading to a warrant being issued for his arrest. Mr Ilias admitted to fly tipping from a Mercedes Sprinter van on 10 January 2016.

The Magistrates stated that it was a serious offence and a reckless act in a place of Special Scientific Interest.

Fined and prosecuted

He was ordered to pay a fine of £739 together with the Council’s prosecution costs of £724.81 and a Victim Surcharge of £73. The Magistrates also ordered Mr Ilias to pay compensation for clearance of the waste of £150 to the Corporation of London.

‘Blight on environment’

Environment Portfolio holder, Councillor Will Breare-Hall said: “Fly tipping is a selfish and criminal act and a blight on the environment. We recognise it is a growing problem across Essex but it will never be tolerated in Epping Forest and we will continue to pursue the offenders. Those convicted of breaking the law in this way can expect to receive heavy fines.”

Epping Forest District Council is launching a new pilot recycling scheme 1,600 households in 100 blocks of flats across the district, ‘Recycling Rewards’.

The scheme will reward residents for recycling their waste correctly. Cutting down on bin contamination, increasing recycling rates in flats where we know it is more difficult to recycle and educating people on the different materials that can be recycled and how.

Environment Portfolio Holder, Councillor Will Breare-Hall said: ‘’We know recycling rates in flats are below where they should be. This scheme is a wonderful opportunity for residents in the blocks of flats involved, to improve their recycling rates and get rewarded for doing so.’’

‘’We hope that these incentives will encourage the people taking part to recycle as much as they can, so that we can increase recycling and improve the quality of recycling collected. We’re also delighted that we can support some fantastic local charities with this scheme too.”

Supporting local charities

Four local charities and community projects including; Epping Forest Community Transport, Chigwell Riding Trust, Epping Forest Foodbank and Safer Places will be supported by Recycling Rewards, donating £1,750 this year.

Recycling advice and help

The scheme will be delivered on behalf of the council by specialist recycling reward scheme provider, Local Green Points. Specially trained door knocking teams will be visiting over 1,600 properties across 100 participating blocks of flats in the district over the coming weeks, offering recycling advice and helping residents sign up to the scheme.

Collect ‘Green Points’

Once registered, residents will collect ‘Green Points’ for recycling, taking waste to recycling centres and reporting fly tipping. The scheme offers monthly voucher prizes for the highest green point earners and donations to your favourite local charities. The scheme will also offer a discount card, which will entitle the resident to discounts and special offers in local businesses.

Partnership working

This week, Love Essex, a partnership of councils, businesses and environmental charity Keep Britain Tidy, is launching its #CrimeNotToCare campaign to inform residents they could unwittingly end up with a criminal record and face an unlimited fine, if a rogue trader dumps their waste illegally.

Epping Forest District Council’s Environment Portfolio Holder, Councillor Will Breare-Hall said: “We need the public to understand their rubbish is their responsibility and they must do the right thing with it. Giving it to a man with a van who offers to get rid of it cheaply could prove costly for people and result in them getting a criminal record.”

Incidents on the rise

In the Epping Forest district there were 2,384  incidents in 2016 to 2017, a significant rise from the previous year’s figures of 1,944. The number of prosecutions of residents where fly-tipped waste has been traced back to them is also on the rise.

Successful prosecutions

A man was recently fined £461 and ordered to pay £758 prosecution costs after pleading guilty to failing his ‘duty of care’, at Chelmsford Magistrates Court. The Loughton resident had allowed a man who knocked at his door to take 40 black sacks away for £70 cash, without checking he was authorised to transport the waste – rules he was unaware of.

The rubbish was then fly-tipped in a garage area in Loughton and traced back to the resident.

Keep Britain Tidy Chief Executive Allison Ogden-Newton added: “#CrimeNotToCare is an important campaign for our country and we are delighted that Epping Forest District Council as part of Love Essex, is partnering with us.

“There are almost a million fly-tipping incidents in England every year and cleaning it all up costs us £50million a year. It blights communities and our countryside and is a menace.”

Mollie Dunn wowed classmates when she showed them her competition winning dustcart artwork …. on the side of a real dustcart!

The artwork says “when you put your litter in the bin it makes a prettier town to live in.”
