European Elections 2009

It has been confirmed that European Parliamentary elections will take place across Europe between 4 and 7 June 2009. The UK polling day is Thursday 4 June 2009. Epping Forest District residents will be voting to elect seven Members of the European Parliament (MEPs) for the Eastern region. Those elected will represent the Region for a five-year term. A total of 500 million European citizens in 27 countries will be voting for 736 MEPs on the same date. The election will be run from a regional policy centre in Huntingdon by the Regional Returning Officer. On the same date an election for seven the County Councillors for the Epping Forest District will also be held.

The Electoral Services Team at Epping Forest District Council would like to remind residents that if your name does not appear on the Register of Electors 2009, you will not be able to vote in either election. There are no scheduled elections for District Councillors this year.

The Register of Electors (also known as the Electoral Register, the Electoral List, the Electoral Roll or even the Voters’ Register) was published on 1 December 2008 following the Annual Canvass of Electors. If you moved house after 15 October 2008 your name might not appear on the Register at your new address. To update your registration call the Electoral Services Team on 01992 564411 for a voter registration form (even if you are paying Council Tax at your new address it does not automatically mean you are on the Register of Electors). You can check your entry in the Register of Electors by contacting the Electoral Services Team on 01992 564411 or view the Electoral Register at the Civic Offices in Epping, Waltham Abbey Town Hall or at the Council`s Information desk inside Loughton Library.

The Council must receive voter registration forms by 5pm on 19 May 2009 for them to take effect for the 2009 European elections. If you are unable to vote in person on polling day and you have not already registered for a postal or proxy vote, please contact Electoral Services for details about how to apply. If you have moved or changed your name since applying for a postal vote, it will now be invalid so you will need to complete a new application. The closing date for completed postal applications is 5pm on 19 May 2009 and for proxy applications is 5pm on 27 May 2009.

Epping Forest District Council`s Ian Willett is the local / deputy Returning Officer for these elections said: “This year polling day is on 4 June 2009 and not the usual day in May. This is because the Government has decided to delay the County Council elections so that they are held on the same day as those for the European Parliament. Voters should bear this in mind if they want a postal or proxy vote and make sure they are registered to vote on polling day.

Mr Willett continued: “The right to vote is the cornerstone of our democracy but if you don’t register and obtain a postal or proxy vote if you need one, you lose that right and won’t be able to vote. If you don’t have a vote, you can’t have your say. If you are not sure about what you need to do, call the Electoral Services Team on 01992 564411 now.”

Annual Canvass of Electors 2008 Reminder

Epping Forest District Council will be sending out annual canvass of electors form reminders to all properties that did not respond to the original form. The forms will be in an envelope addressed to The Present Occupier which is also clearly marked `Register of Electors form`.

Registration Officer Ian Willett is urging everyone to fill in and return the form as soon as possible. He said: If you do not return your form and your name is not on the register, you will not be able to vote.

Mr Willett continued: You need to register to vote every year so please fill in and return the form as soon as possible in the envelope provided. It is compulsory to register but whether you vote on polling day is up to you. Completed forms must be returned to the Electoral Services Office at the Council by 16 October 2008.

The Register is published on 1 December 2008 and those eligible to vote should check that the entry for their property is correct. The Electoral Register may be viewed at the Civic Offices, Epping; Waltham Abbey Town Hall; or at the Council`s Information desk inside Loughton Library.

Mr Willett concluded: If you have not received a form or you think you have mislaid it, please contact 01992 564411 for more information.

Why complete the form?

Completion of these forms is a legal requirement and failure to do so may result in prosecution with a maximum fine of £1,000.

It is extremely important that forms are returned. Not only is it essential for the right to vote but also because credit-referencing agencies use the register as proof of residency, so anyone who is not listed may be affected if applying for credit. In this country, the law states that everyone who is eligible to vote must be registered. Anyone who has not registered will automatically forfeit the opportunity to vote on election day.

Even if you are registered for Council Tax, this does not automatically mean your name is on the register.

Vacancy for Independent Remuneration Panel Member

Appointment of Member to the Independent Remuneration Panels for Members’ Allowances.

The Epping Forest District Council is seeking applicants for a vacancy on its Independent Remuneration Panels. The Panels, which consist of three members, undertakes research and makes recommendations to the Council about the allowances to be paid to elected Councillors of the Authority. There is one Panel for the District Council and another for Parish Councils. It is intended that the membership of both Panels should be the same.

    The Panel is established under the Local Authorities (Members’ Allowances) (England) Regulations 2003, to report with recommendations on:

  • the amount of basic allowance which should be payable to District Councillor Members
  • the roles and responsibilities for which a special responsibility allowance should be payable and as to the amount of each such allowance for District Councillors
  • basic allowances for Parish Council members
  • other miscellaneous expenses, such as travel allowances (including cars, cycles and public transport), dependent carer’s allowance and a co-optees allowance.

This is an opportunity for conscientious persons to influence the way in which elected Members are reimbursed for their public service. Knowledge or experience of finance or local government would be helpful and political impartiality is essential.

Serving District and Parish Council members are excluded from membership of these Panels.

Weekend Voting – Have Your Say

Epping Forest District Council would like to know your thoughts on the Government’s consultation document proposing changing the normal day of election from Thursday to the weekend (a whole weekend would be needed to accommodate people with religious objections to voting on either Saturday or Sunday).

In a bid to get more people to vote, the Government have launched a consultation exercise to find out the practical considerations and the potential cost of holding elections at the weekend. A response to the Government’s questions will be considered by the Epping Forest District Council Constitutional Affairs Standing Scrutiny Panel at a meeting on 8 September 2008. In considering our response to the Government we would like to know what you think on this proposal.

 

Ian Willett, the Returning Officer at Epping Forest District Council said: “The Government are committed to making voting easier to enable residents to engage in the political process and vote at a time that suits them. There are a number of considerations to moving elections to the weekend such as whether the public would be more or less likely to vote and what the problems or advantages might be. They would like to know if there should be advanced voting at polling stations before the Election Day. Advanced voting could take place whether or not voting is held on weekends. The Government is also keen to find out what effect weekend polling would have on the costs, security and administration of polling stations.”

Mr Willett continued: “Please complete either the online questionnaire or a hard copy of the questionnaire by 15 August 2008. I would like your comments on any aspect of the consultation document to help Members of the Constitutional Affairs Standing Scrutiny Panel come to an informed response. I will of course forward all of your comments to the Ministry of Justice.”
