Request a Wheeled Bin or Blue Box
Since the commencement of the wheeled bin service, the criteria for the issue of a smaller or larger wheeled bin have been kept under review.
The criteria set out below are in place and seem to be providing a balance between the needs of larger and smaller households and the wish of the Council to attain top quartile recycling performance.
The criteria are as follows:
Every property (not flats with communal facilities’) are issued a standard 180 litre wheeled bin for refuse and food and garden collection.
• A request for a smaller bin is automatically granted.
For refuse collection additional capacity for Medical reasons are treated on their individual merits, however a form needs completion and proof of the medical condition that creates the extra waste must be provided as a part of the assessment process.
The minimum criteria for larger bins for refuse collection are as follows:
• 6 or more persons must be permanent members of the household - a larger bin.
• A child in nappies counts as 2 persons (this allowance is only until the child is of a maximum age of three).
All requests for a larger bin will undergo an operational assessment by officers, to ensure that the household is making the fullest use of all the kerbside and other recycling facilities which the Council has made available.
Full recycling must be maintained at all times, there will be a periodic inspection of larger bins to ensure this takes place. Failure to maintain full recycling will lead to the withdrawal of this additional capacity.
A change in household circumstances may result in a review of the larger wheeled bin provided.
All requests can be made online here, or can be made on the appropriate form, available from The Neighbourhoods Directorate, Civic Offices, 323 High Street, Epping, CM16 4BZ.
These criteria will be kept under review and may change at any time.
