

The final Cabinet meeting of Epping Forest District Council before the local elections on 6 May took place on Tuesday 20 April.
New leisure centre at Bakers Lane
£600,000 has been allocated to progress detailed designs and further site survey works as councillors provided authority to the Environment and Technical Portfolio Holder to agree terms with Places Leisure for the construction of the new Epping Leisure Centre in Bakers Lane.
Places Leisure recently built Waltham Abbey Leisure Centre on behalf of the council and manages the council’s other leisure centres across the district. Under the proposed agreement, Places Leisure will design, build, operate and maintain the new centre in partnership with the council.
Coordination between Bakers Lane and other development projects in Epping will be coordinated by the council’s wholly owned property and development company, Qualis.
Door entry systems
Councillors agreed a tender of just over £1million for the repair, planned maintenance and installation of audio-controlled door entry systems to council-owned properties. The tender sum includes the planned capital programme over the next 5-year period of:
- Installing new audio-controlled door entry installations to 26 blocks of flats
- Upgrading the existing audio-controlled door entry installations to 42 blocks of flats
Green infrastructure strategy
Authority was given for the council to submit its green infrastructure strategy to the Local Plan Inspector.
The strategy will be a material planning consideration in the preparation of strategic masterplans, concept frameworks, pre-application advice, assessing planning applications and any other development management and implementation related purposes within the district.
Climate change action plan
We are committed to doing everything in our power to make the district carbon neutral by 2030.
Councillors agreed that the draft climate change action plan be approved for public consultation for 6 weeks from June 2021. Following public consultation and any updates arising that, the final action plan will return to Cabinet to endorse adoption of the plan.
Qualis monitoring report
Councillors received the Qualis first quarter monitoring report for the Qualis trading year 2020/21, covering 1 November to 31 January 2021.
