Report from Cabinet meeting on 6 February 2020.
Community and Partnership Services Portfolio Holder, Councillor Bedford gave Members a brief update following a meeting with the Police, Fire and Crime Commissioners office. The police council tax precept will increase by 2.94% and the fire precept by 1.99%.

Council housebuilding cabinet committee
Housing and Property Services Portfolio Holder, Councillor Holly Whitbread put forward a progress report from the Council’s Housebuilding Cabinet Committee. Tenders have been accepted and a contract has been awarded for construction of 14 properties in Loughton and Ongar.
91 new homes have been delivered on the Council Housebuilding programme to date and 72 more homes are in progress.
Group company governance
A group of companies called The Qualis Group, have been set up by the council.
There are 3 subsidiaries, each with a specific role:
- Qualis Commercial, a development company – to directly undertake development activity for the council
- Qualis Management, a services company – to initially deliver the repairs and maintenance service to the council housing stock
- Qualis Living, an investment company – to hold assets for long term rental
Cabinet members approved the Qualis Group Shareholder Agreement which sets out the matters that the Directors of each company cannot undertake without consent of the Council.
Councillors discussed roles and responsibilities, terms of reference for board meetings and approved the selection and recruitment process for board group members.
Council’s budget report
Cabinet received the latest financial updates for the Council.
Cabinet will take the recommendation to increase the Epping Forest District Council precept for council tax by 1.5% to Full Council for a final decision on 25 February. Cabinet noted that this increase is half the predicted rate of inflation for 2020/21.
The Council is waiting for precept figures from Parish / Town Councils, Essex County Council and other countywide bodies. These figures will be included in the report to Council later in the month.
