Voluntary Action report to Overview and Scrutiny
Representatives from Voluntary Action Epping Forest (VAEF) met with councillors at the Overview and Scrutiny Committee of Epping Forest District Council on Tuesday 19 November. VAEF supports voluntary groups and individuals helping thousands of people. It has operated across the district since 1993.
VAEF Chief Officer Jacquie Foile set out the objectives of the organisation to support elderly, vulnerable and people in special need across the district. VAEF works in partnership with other social, welfare and support groups including the Citizens Advice Bureau and receives financial support from Epping Forest District Council.

Cabinet attends O&S
Cabinet met the previous evening (see webcast of Cabinet on 18 November) and portfolio holders attended Overview and Scrutiny to review the Executive’s programme and key decisions. A peer review is being arranged in the New Year. The review to be carried out by the Local Government Association will cover key areas of the council’s performance and its plans to meet the future needs of the district. The findings of the review will be published to the council website.
Overview and Scrutiny received updates on the activities undertaken to date to establish a group of companies wholly owned by the council.
Each company would have a specific role:
- A services company – to initially deliver the repairs and maintenance service to the council housing stock
- A development company – to directly undertake development activity for the council
- An investment company – to hold assets for long term rental
The Cabinet agreed that a member / officer steering group be established to oversee the set-up of the companies. Once the companies are established this steering group will be replaced by a formal board structure.
Committee members noted progress on the accommodation review of the Civic Offices and the staff restructure in the people strategy.
Adult social care services delivered through Essex Country Council are to be scrutinised at the next meeting of the Overview and Scrutiny Committee on 28 January 2020. The West Essex Clinical Commissioning Group is due to discuss mental health issues with the committee on 17 March.
Members also noted an approach to Transport for London regarding the Central Line.
