Epping Forest District Council (EFDC) are seeking to recruit a Contaminated Land Officer within our Contracts and Technical Services department to be based in the Council’s Civic Offices in Epping, Essex. EFDC are in the process of changing how they think about service delivery in the future and this role is a key part of that process. The district will be experiencing an unprecedented period of development due to implementation of our Local Plan. The district is diverse and varies from urban to rural with varying levels of industry and residential development which means the complaints and requirements of the role can be diverse. Historically the district had a range of industries including landfills, horticultural nurseries and war-time industries that have left behind a legacy.
The post holder will be the lead technical officer for delivery of Council services across Contaminated Land including responsibilities under Part IIA of the Environmental Protection Act and responding to planning consultations and pre-applications. This will include technically reviewing and critiquing phase I & phase II investigations, remediation method statements and verification reports to determine risks to human health and the environment. The post holder will be expected to have extensive knowledge of contaminated land in a regulatory context and detailed technical knowledge of contaminated land in the context of residential and industrial re-developments. To have knowledge of investigation and enforcement of contaminated land in the context of Part IIA of the Environmental Protection Act 1990. This includes inspecting, risk assessing and investigating potentially contaminated land and determining it and remediation measures.
Another important element of the post will be to maintain the relevant computer/manual mapping and database records. A full driver’s license will be essential to site visits by team, pool vehicle or personal vehicle. A flexible and adaptable approach is also needed to be a senior member of a multidisciplinary team dealing with flood risk, private sector drainage land drainage and a historical landfill site.
The successful applicant will need to have a science based honours degree or relevant work experience, with a solid understanding of land contamination and GIS systems. Any further qualifications in contaminated land management would be preferred.
