More AllPay Cards will be distributed to customers in preparation for the temporary closure of Waltham Abbey Library.
Waltham Abbey Library temporarily closes at the end of January and removal of the payment kiosks at the Civic Offices in Epping at the end of March.
Removal of payment kiosks
Waltham Abbey Library, managed by Essex County Council, is closing for refurbishment on Monday 23 January for 8 weeks. The self-service payment kiosk will be removed from the library on Wednesday 18 January.
The self-service kiosks at the Council Civic Offices in Epping are also being removed but will remain in use until the end of March 2023.
AllPay Cards
Housing customers already have these cards, and Council Tax and business rates customers who have made a recent payment at any of our payment kiosks will automatically receive a payment card by post in February. The cards are accompanied by a letter, that explains how and where you can use the card.
The AllPay cards allow you to pay by cash at any Post Office and PayPoints.
Making payments
Direct Debit remains the best way to pay. You can set up a Direct Debit or pay online via our website.
You can also pay by phone on 01992 564600 (24 Hour Automated Payment Line)
To pay with an AllPay card, visit your local Post Office or PayPoint.
There are approximately 60 locations within the district, many of which are open 6 days a week, meaning you can visit at a time that is convenient to you.
Provide a better service
Councillor Alan Lion, Cabinet Member for Customer said:
We are always reviewing our payment options to provide a better service for all our customers.
We noticed that many of our customers are choosing to access our services online. For those who prefer to make cash payments, the AllPay Cards provide a safe and simple way to do so at any Post Office or PayPoint shop.

Residents can pick up clear recycling sacks from various outlets across the district.
