Councillors received the latest Local Plan implementation update at the meeting of Epping Forest District Council’s cabinet on 4 December.
The report included masterplans, concept frameworks and other major proposals being promoted within the district.

Local Plan
Key masterplans include residential development of new homes and associated infrastructure to support local residents. Other masterplans provide clear planning guidance on employment and economic development within designated areas.
The masterplans:
- Harlow and Gilston Garden Town
- Latton Priory
- Water Lane
- East of Harlow
- North Weald Airfield
- North Weald Bassett
- South Epping
- Waltham Abbey North
Councillors also received the Infrastructure Funding Statement annual report 2022/23 which features Section 106 agreements. These can help to provide strategic infrastructure such as new schools, primary healthcare, highway and transportation improvements for new developments.
Councillors also received concept framework updates on South Nazeing and West Ongar.
Mitigating Risk
Horizon scanning to identify and mitigate risk is an essential part of the planning process for any business. The latest list of risks and mitigations, including the cost-of-living challenges to Council budgets was scrutinised and approved by councillors in cabinet.
Carparks
Marston Holdings Ltd have been awarded the new off-street enforcement contract for the Epping Forest District Council’s off-street pay and display carpark. Commencing 1 April 2024, the five-year contract includes an option to extend for a further two years.
Cabinet approved the £229,830.03 annual cost from the existing budget including the trialling of advanced IPS pay & display machines at two car parks to assess as potential replacement for existing parking equipment.
IPS can update existing equipment by replacing the interior mechanisms of the machines, whilst keeping the same exterior that customers are familiar with. The benefits of the IPS equipment could also include reduced transaction costs, good communication connectivity, secure units and maximised functionality.
