EFDC infrastructure delivery plan (IDP)
The EFDC infrastructure delivery plan (pdf 4MB) was published in 2020 to support the Local Plan.
The IDP has a number of purposes including to:
- Provide details and descriptions of the infrastructure required
- Present indicative costs associated with delivering the infrastructure required to support growth
- Summarise the potential funding sources that could be used to deliver infrastructure upgrades, recognising that developer contributions will be a key part of this
- Prioritise the infrastructure interventions according to whether considered critical, essential or required, and identify when in the plan period the infrastructure will be triggered
- Identify, where possible, the scale of the funding gap where funding is not fully committed
- Set out the organisational responsibility for delivery and potential sources of funding
Harlow and Gilston Garden Town (HGGT) infrastructure delivery plan
The purpose of the Harlow and Gilston Garden Town infrastructure delivery plan (pdf 486KB) is to set out the infrastructure that will be required to deliver the planned level of housing and employment growth at the Garden Town. The IDP draws on previous work undertaken by the councils – in particular, the district-level IDPs already produced to support the respective Local Plans – and compiles, aligns and updates it.

S106 funding applications
Section 106 financial contributions are paid by developers to Epping Forest District Council and Essex County Council. The majority of funding is secured for strategic infrastructure needs including transport, highways, education and health, but contributions are also sought where justified for community and green infrastructure projects.
Funding for community infrastructure projects must be capital projects and be directly related to the development, and mitigate the impact of the development. Some examples include:
- Play park equipment
- Sports facilities
- Village hall improvements
It is the local planning authority’s responsibility to ensure that the expenditure is aligned with the purpose specified within the S106 agreement and otherwise meets legal requirements.
If you have an identified project and have first confirmed that EFDC hold relevant funds, please complete the allocation form to let us know who you are, what you have planned and how much you need for your project. We will then check to see if the S106 funds we have available apply to the proposed project. Officers and councillors will then evaluate the completed funding application before it is agreed and signed off. You will then have to sign a funding agreement.
Infrastructure funding statement
The Community Infrastructure Levy (Amendment) (England) (No. 2) Regulations 2019) came into force on 1 September 2019. Under these regulations, any authority that receives a contribution from development through the levy or section 106 planning obligations must prepare an infrastructure funding statement (IFS).
Epping Forest District Council receives contributions through S106 planning obligations and will publish its infrastructure funding statement online by 31 December each year. The IFS will provide a summary of all financial and non-financial developer contributions relating to S106s within the district.
