Appeal your parking fine
If you feel your parking fine or penalty charge notice (PCN) was incorrectly issued, or that there are special circumstances in your case, you can appeal or challenge your fine.
Do not pay the penalty charge if you plan to appeal your parking fine. This will close the case and you cannot appeal, as per the traffic penalty tribunal guidance.
How to appeal a parking fine
You can appeal your parking fine online or in writing.

Appeal in writing
You can appeal your parking fine by writing to us at:

Appealing a parking fine
There are 2 stages to appealing or challenging a parking fine:
- Informal challenge
- Formal representation
Informal challenge
An informal challenge can be made within 28 days of the date on which your parking fine was issued.
If you make an informal challenge within 14 days of the date on which your parking fine was issued and your challenge is rejected, the discount period will be reset for a further period of 14 days from the date of the rejection letter.
Formal representation
A formal representation can be made after a notice to owner has been served to the registered owner of the vehicle. This requires a web code which can be found on the notice to owner.
