Loughton Broadway Pay and Display

The first phase of the Loughton Broadway Regeneration Scheme is now complete and new parking controls have been introduced in the car parks around the Broadway. This includes Pay and Display in the main Burton Road Car Park and residents and business permit only access in all other car parks. Residents will now need to purchase a permit to enable them to park in these car parks. Epping Forest District Council has written to all residents and local businesses explaining the new procedure and how to obtain a permit. A resident permit allows people who live in The Broadway to park in any of the bays indicated on the plan as Green or Pink within the controlled hours.

In order to receive a resident permit, residents must complete an application form and provide proof of residency and proof of vehicle ownership.
    For this purpose a copy of the following documents is acceptable:

  • Vehicle registration document (V5) and
  • Driving licence or
  • Tenancy agreement or
  • House insurance renewal or
  • Gas, electricity, telephone or credit card bill (within the last three months)

A resident visitor permit enables visitors to people who live in The Broadway to park within resident permit parking bays during the controlled hours. The permits must be bought by a resident and given to their visitor on arrival. The same proofs of residency required for the resident permit will be required to purchase a resident visitor permit.

A business permit will allow people working in The Broadway to park within any of the bays indicated on the plan as Green, Pink or Red during the controlled hours. Proof of trading in the form of a Certificate of Incorporation or a letter from the employer will be required in order to receive a business permit.

The parking controls as described above came into operation from 14 January. The Council is urging eligible residents and businesses to apply for permits as soon as possible.
