A second home is defined as not a main home, but is furnished.
The discount for a second home is 5%, meaning that those liable for paying the Council Tax must pay 95% of the full charge. Where second homes are related to a person’s job a 50% discount may apply.

Occupied exemption class W
A property which is part of another property (such as an annexe) that is occupied by a relative of the home owner. They must be over 65, severely mentally impaired or disabled to be exempt for Council Tax.

Discount for occupied annexe

You can get a 50% Council Tax discount on an annexe which is lived in by a family member. The discount is not based on occupation or furniture but on use of the annexe by the resident of the main building or occupation by a family member.
